Barilius canarensis (stunning larger “danio” type fish)

First do you mean rare in the fish trade or rare in their native habitat, it makes quite a difference. Like the wolf fish species are rare in the trade because of their adult sizes and predatory natures,which pretty much limit them to the “one fish in a very large tank” category. The electric eel would also fall into this group. The arrowanas are rare in their native habitats and are expensive because wild caught specimens are outlawed Worldwide.
Others are rare in the trade because of political conditions in their native habitat (some of the African riverine types (Ctenopoma).
The pencil fishes that you name are relatively plentiful in the wild, but not terribly popular in the hobby,so they could be considered rare.
